What could be done, however, is making NPC's "pollution removal" ability to be national instead of global. That would help with managing pollution while giving an incentive to actually pay NPCs (instead of locking them in slavery in closed-loop economies).

Personally, I think pollution is fine. The "issue" is that since the new calculations are fairly recent, a lot of countries stacked tons of high-pollution companies in one region, which ends up ruining it. Relocating will have a cost and will take time, for sure. I'm also pretty confident, based on some limited observation, that a non negligible amount of people are doing WAM even in bonus regions, and end up messing with pollution without getting the benefit.
