Pollution generated by NPC is local in the region they worked in. It's the pollution reduction that happens globally. And yes max possible pollution value is based on amount of active citizens globally, I understand how it works.
This index is more about governments groundwork giving players options to hire NPC's rather than the NPC purchasing power itself.

So to conclude (how i understood pollution) - NPCs reduce global pollution points, and then it calculate expected global production and local regions get % in pollution. So these open market countries will still have nearly the same % in pollution as it would take big % of server NPCs going in to refund their pollution but now they seem to buy more cc on monetary.

So yes, Japan, North Macedonia and Bosnia contribute less than Sweden in pollution since pollution is server balance thing and it isnt bounded to country borders. If you open economy, you risk more NPC spawning - more production that will exceed global expected production - giving more pollution points to global. Pollution isnt political thing.

Only argument that could be used here is - buying power. Overall Sweden contribute to global pollution more than most of these countries on end of the list, just their NPCs will "refund" their pollution but globaly. Case when this would be proper arguments is - closed market countries with 50+ NPCs.

Bad way to consider something as slavery taking into consideration vat and currency available, its pretty stupid, (Im in vacations and cant check data but) for example, I remember use hungary NPCs was pretty easy 2 weeks ago, mkd npcs also I remember it wasnt a bad investment 3-4 weeks ago

And in Sweden that you have first they have 10 minimum with 25% netting worst case scenario 7.5 sek and with q4 bread at 1.37 the minimum wage buys you almost 6 q4.
So you are missing a huge index which is buying power.

Yes but how do you calculate buying power? For example, in Greece we have minimum wage 20grd with work tax 15% so lowest you can go is 17grd with an exchange 10.6-10.2 to 0.1. With food q4 at 1 grd someone can buy 17 q4 food with 1 day work. Not to mention our other cheap materials.

Frankly, it's a game design issue. I can't wrap my head about good reasons why the system works this way, considering admins said they want to avoid closed loops (probably for player integration/retention, if I'd guess). Like, if you want to encourage one thing, try to not make the opposite thing significantly more profitable. == I'm not even talking about ingame politics. Just on a pure game design standpoint.

I have no idea what you are talking about DestructorD. Having a currency that changes value isn't great. The government should just make sure there is a supply, and the governments income is the taxes they get. For max rating in this Freedom rating the government offer should be equal to 10 gold per citizen, which in USA's case of 66 active citizens and an exchange rate of 0.11 means 90.9 USD per citizen, so 6000 USD on the money market would give full points.

Today I almost ran out of USD because the Serbians came and spent practically +120 gold on planes from private holding companies. They bought all the USD. What should I do to make them have more USD to sell on the market? And what if they don't want to sell, they use it to pay their workers? Can you send me the US amount so I can understand it a little better? I know the VAT adds 1 point for my country.
