That depends where it was in portugal! As the ratings are a country average, given a certain product category, a country can have a certain rating (let's say, B) but have top rated territories within. I purpusefully don't disclose the rating at single territory level to prevent them being ravaged by pollution ;) The country rating only represents how the country is doing on average, hence considering all its territories. Moreover, as you noticed I did not include the ratings for the raw materials yet as I've began working on it only a few days ago, but I will include them in next month's ratings! So, for all you know, portugal could be a D in fuel. Since I already have the data ready, pm me the name pf the region where the fuel comp was and I'll tell you if it was a good choice ;)

In GGS, what is a 'weak government' or what is needed for the country to not be classified as one.

Hi! To improve GGS, as it's basically output/wage in gold, a country should either raise the numerator or lower the denominator, hence:
- increase productivity: (lowering pollution, building industry complex or production fields, annexing territories that provide boost for that product category)
- Lower wage in gold: the fastest way is usually by exchanging CC at a lower rate, otherwise lowering minimum wage is too high). I just want to specify that a low GGS isn't necessarily a bad thing, it just means that the country isn't attractive to investors as of today, this doesn't necessarily imply that it is not advantageous for people that already invested in it or have certain privileges that other don't (eg. a sound reserve of CC, ability to control the policy etc.)
