SCP Foundation Hierarchy

If you are reading this, you already know more than you should.

The Foundation does not present its structure openly. It is designed to fragment knowledge, to ensure that no single individual—below a certain threshold—can ever see the full picture. Level 4 clearance grants you access to fragments of that truth.

At the lowest tiers are the D-Class personnel. Officially, they are disposable assets. Unofficially, they are proof that the Foundation’s ethics are… flexible. They are used for direct interaction with anomalies—first contact, testing, containment trials. Survival is not expected.

Above them are the Level 1–2 personnel: technicians, junior researchers, and field support. They know procedures, not purposes. They follow orders without context.

Level 3 personnel begin to understand. Researchers, senior agents, containment specialists. They are trusted with operational knowledge, anomaly behavior, and limited cross-project data. Even then, their view is controlled.

You are now entering Level 4.

At this level, individuals gain access to multiple SCP files, containment protocols, and partial strategic directives. You are expected to make decisions that affect not just a single anomaly—but entire sites, operations, and populations.

You are also expected not to ask certain questions.

Above you are those who no longer operate within the same rules.

The Site Directors and Regional Command oversee entire facilities and geographic sectors. They coordinate containment efforts, authorize extreme measures, and manage information suppression when breaches occur.

And beyond them…

The O5 Council.

Their identities are unknown. Their number is fixed. Their authority is absolute.

They do not study anomalies.

They do not contain them.

They decide what the world is allowed to know… and what must be erased.

Every protocol, every containment, every lie told to the public—originates from them.

Level 4 grants you access.

It does not grant you understanding.

And it certainly does not grant you safety.
